Programme Management

This section addresses some of the key issues around developing a programme to transform adult social care. A key part of this is the planning for transformation framework.
This is an iterative programme which is broken down into the following three phases:
- Phase 1 - this is where initial work is done to identify what you want to achieve and how you propose to do this, and results in a limited launch of services
- Switch On - this learns the lessons of Phase 1, sees the blueprint being updated, and the changes rolled out to all services users
- Full Potential - this sees the services, processes and systems being reviewed and refined to provide the most effective approach possible.
Each phases is broken down into a number of stages. These stages are as follows:
Investigation stage: In this stage a high level vision for the future is developed, and the council formally agrees to invest in developing a blueprint. Resources available to help with this include assistance to think through how this programme may fit with other initiatives, examples of visioning exercises undertaken in councils, and examples of work plans and project plans, plus slide packs to use to communicate ideas around self-directed support, and other template and tools.
Blueprint stage: In this stage detailed development work is done on key areas of the new system, to work out what it might look like in a few years time.
Implementation planning stage: In this stage the council plan how it will move from its current system to the future system set out in the blueprint. Alongside this we have provided guidance on implementation planning plus examples from individual budget councils.
