People & participation

The resources in this section have been added after feedback from regional events identified specific issues for some groups for whom services are difficult to access. Local councils need to ensure that training programmes reflect the socially inclusive goal of Direct Payments and carefully consider whether advocacy and support services represent the interests of all local users.
The resources are listed under the following categories:
- Equal access for older people
- Equal access for people from Black and Ethnic Minority communities
- Equal access for people who use mental health services
- Equal access for people with learning disabilities
- Equal access for disabled parents
- Equal access for people with sensory impairments
- Equal access for carers
